YARP Program Information

The Youth Access and Resource Program (YARP) works to improve access to behavioral health services and strengthen coordination among systems of care for school-aged youth with complex needs. YARP serves all nine counties in Greater Columbia: Asotin, Benton, Columbia, Franklin, Garfield, Kittitas, Walla Walla, Whitman, and Yakima.

YARP assists youth, families, system partners, schools and others with accessing behavioral health services in the following ways:

Outpatient Service Navigation:
Provides recommendations and guidance on accessing appropriate outpatient behavioral health resources and services.

Care Coordination:
Assists with care coordination for youth involved in multiple systems, including juvenile justice, behavioral health, foster care, and those with complex medical or behavioral needs.

Behavioral Management Support:
Offers recommendations for behavioral management strategies to help youth remain safe and supported in their community, along with connections to programs that can assist with strategy implementation.

Transition Planning:
Provides care coordination and connections to services that support youth transitioning back to their community from higher levels of care, such as inpatient treatment, CLIP, residential treatment, or foster care.

Discharge Planning:
Supports the development of comprehensive discharge plans that include community-based supports and resources to assist youth as they transition home or into another community setting.

Family Engagement:
Provides resources and support to engage youth and families in services, and helps address barriers that may be preventing access to care.

Safety Planning:
Offers consultation and assistance in developing strengths-based, youth-centered safety plans.

Multidisciplinary Team Meetings: YARP facilitates six Multidisciplinary Teams (MDTs) across the region, composed of local and regional behavioral health providers and community partners. When a referral indicates the need for an MDT meeting, the team convenes with the youth and their guardians to identify strengths, address challenges, and collaboratively develop solutions using a youth-centered, strengths-based approach. The MDT identifies necessary supports and works to create a hopeful, forward-looking plan that improves access to services aligned with the youth’s behavioral health needs.
